Obstacle - continous playing

During step in, the players who are active are required to keep on playing, improvising, until the absent player [ in tacet mode] joins in.
Until recently, and after many years of; either doing this exercise or similar, the requirement for those `in play` to continue has never been an issue.
However, recently (Winter 2019) this requirement has become problematic, despite the short duration of the exercises - each deployment of this exercise is usually to a fixed duration - some players/improvisers may not `continually play` - this causes confusions: no solution is being offered here, only to be aware of your group and their characteristics or personalities.
Causes: the improviser cannot keep on playing, chooses not to keep on playing, is unaware that there is an obligation to keep on playing
